Govt would have larger objective so it's fine to have reasonable restrictions. Obviously the govt will not do something which unnecessarily angers the people, as they would go to the ground for elections.

But what has gone wrong in the present situation is that the people don't have access to the prescribed limit itself which causes livelihood issues.

They themselves dont have cash but they still went ahead with note ban becoz they believed it would curb black money ...  that's the larger objective

At least they should have done homework to achieve this larger objective. And what I think is that they itself dont know what is the objective, leave alone "larger objective". That's why change in goal post daily.
Any ways
Acc. to me it is fundamental breach of fundamental Rights.
I would  be happy to have further productive discussion on this.

what is thought behind decision of restriction on withdrawal limit,suppose bank have only rs.10,000 & we both are stand in Q for money & there not restriction on withdrawal,

I withdrawal all rs.10,000 then what happen,you are hungry but you can't buy food because you are run out of money. (just suppose,not actual---for food you need only rs.500)
I am also hungry  i bought some food of rs.500,still i have rs.500 
now you think why gov. restrict me from withdrawal  
fundamental right of live is bigger than fundamental right of live with dignity.

But restriction should be applied when there is emergency i.e. financial emergency or war like condition but this time it is being applied because of unpreparedness of government and high level of mismanagement on the part of Central bank.
